Ahem... Pactmaker and Faithless

The Faithless badge says "Didn't worship any gods"
The Pactmaker's altar clearly states "The Pactmaker is an elusive god who demands
neither worship nor renown"
So why does making a pact fail the badge?

He doesn't DEMAND worship, but nothing stops you from worshipping him anyway. Pactmaker acts all tough, but I'm sure he secretly appreciates you worshipping him. He's a softie at heart.

I always envisioned that the Pactmaker got so much piety and worship during the alpha that, come beta, he's basically just lording over the other gods. "Look at me, I'm so loaded I don't even need worshippers. Heck, I'm going to just give away 50 piety to any stranger who walks by, just because I can,"
