Can't get Sim City achivement?

I was flipping through the Steam achievements and noticed that I haven't gotten the Sim City achievement. I'm a bit lost though, here's my kingdom:

What am I missing? Unless there is actually a level 3 Alchemist, I can't see what else I need to get.

You are missing a building in the swamp on the lower right of the town.
