The altar isn't necessarily to Dracul. I had a game with an altar to Tikki Tooki, which worked fine as well - two stacks of Learning plus the Goblin bonus made me get level 10 quite comfortably. (I had Pactmaker in both of my tries, though - so the Pactmaker altar may be guaranteed.)
